One of the numerous issues and disputes within the Ministry of Health and medical universities concerns the unauthorized employment and interference of natural and legal persons in medical professions and related fields. Today, the involvement of unqualified individuals in medical affairs constitutes one of the major problems and challenges to citizens’ rights. At present, many individuals who possess no expertise in medical science carry out dangerous physical procedures—such as operating solariums, performing abortions, running addiction treatment centers, hair transplantation services, and similar activities—in non‑hygienic environments and with contaminated equipment, thereby endangering the public and patients. Given the special importance that Islam and the legal system of our country attach to public health and the preservation of human life, the prevention and reduction of such crimes are among the most essential duties of the relevant authorities. In this regard, supervision and inspection by the Ministry of Health, Treatment and Medical Education, the Medical Council Organization, and other competent authorities—along with patients’ awareness and due diligence regarding the licenses and permits of physicians and related professionals—play a crucial role. Moreover, revisiting the single article amending Article 3 of the Law on Medical Regulations, conducting a pathology (critical analysis) of the lawsuits filed in this field, and adopting corrective and preventive solutions can have a significant and effective impact on preventing such improper actions, reducing crimes, and safeguarding the health of society as a whole.
